Green standards and neurodivergent research, already side by side — and not yet connected

Singapore is the clearest example of a jurisdiction where two halves of the framework this series describes already exist independently — formal green data center standards, and neurodivergent-plus-AI research — with nothing yet connecting them. The pieces are on the table. The wiring is not.

Singapore governs data center energy formally and precisely:

  • The Green Data Centre Roadmap (IMDA, May 2024) allocates at least 300 MW of additional capacity, with further capacity conditional on green energy use.
  • Green Mark for Data Centres 2024 — a joint BCA–IMDA certification — rates operators on sustainability performance.
  • SS 715:2025 is among the world's first tropical-DC IT-equipment standards: it guides users to at least 30% energy savings and specifies that IT equipment operate safely at up to 35°C (IMDA, 22 Aug 2025).

This is not aspiration. It is a formal, measurable green standard for data centers — the same environmental integrity that Article 2 argued is retention infrastructure for a pattern-recognition workforce.

On the other side of the same table sits a growing research base:

  • A key study, "Understanding the workplace needs of autistic adults in Singapore" (Frontiers in Psychiatry, 19 May 2026), concludes that LLM tools designed to align with neurodivergent working styles can complement systemic inclusivity and empower autistic employees — while warning that off-the-shelf models may reflect neurotypical norms and risk reinforcing masking. It also notes Singapore is under-represented in a literature that skews Western.

Yet the employment picture is stark: persons with disabilities are 3.4% of Singapore's resident population but only 0.1% of the private-sector workforce (Autism Enabling Masterplan). The neurodivergent talent the research describes sits almost entirely outside the workforce the standards assume.

The green standards assume an operator workforce; the neurodivergent research documents strengths — sustained pattern vigilance, anomaly judgment, integrity — that align with exactly that operating work. The two streams coexist in the same city-state and have not been joined. Nothing in the cited instruments requires new legislation: the standards exist, the research exists, the talent exists. What is missing is a single facility that hires the second half to run the first.

The strongest existing precedent sits elsewhere in the Asia-Pacific, not next door. In Seoul, Testworks — a South Korean social enterprise founded in 2015 — trains and employs a team of autistic analysts for data-labelling and quality evaluation, in partnership with StradVision, on deep-learning training data for autonomous-vehicle road-safety systems. What matters is not the distance but the region: this is the same proposition traced in Singapore, running at greater maturity in another high-income Asia-Pacific economy — neurodivergent operators doing exactly the high-precision, integrity-dependent work the AI-collaborative data center demands.
