The most common objection to a framework like this — the one offered from every corner of the world at once — is: "this is a nice idea, but the policy isn't there yet."
For China, that objection is measurably false. The policy is already there. What is missing is the connection — and the connection requires no new law. This article explains why.
China's State Council has issued a Three-Year Action Plan for Promoting the Employment of Persons with Disabilities (2025–2027) — the second such national plan, following the first three-year action that created 1.648 million new jobs.
The critical detail is in the language. The plan explicitly funds 全链式融合就业服务 — full-chain integrated employment services — and a Sichuan provincial policy briefing specifically names 孤独症 (autistic people) for full-chain integrated employment. The national plan is a disability-employment mandate, and the Sichuan provincial briefing shows it being applied to autistic people for full-chain integrated employment — naming the exact population this framework is about.
Provincial full-lifecycle programs in Jiangsu, Zhejiang, and Shenzhen extend support from childhood through employment. The scaffolding is real, funded, and current.
At the same time, China is building one of the world's largest edge-computing footprints. Under the 东数西算 (East Data, West Computing) national strategy, STL Partners' network-edge capacity forecast projected China would host roughly 26% of global network edge sites by 2026.
Two massive national efforts — an employment mandate for autistic talent and other cognitive diversity, and one of the largest edge infrastructure buildouts on the planet — are running in parallel. They are simply not connected to each other.
The framework's claim is precise: the high-skill technical career lane is essentially unbuilt. The policy scaffolding for the talent exists; the technical-infrastructure demand for that talent exists. The missing piece is the pathway that links them — and building that pathway requires no change to national law; it can proceed through existing policy instruments and provincial pilot authority.
One thing has been treated as non-negotiable throughout this work: the Chinese edition is not a translation bolted onto an English framework. It is a re-grounding.
The original research framework was applied to Chinese law, Chinese provinces, and Chinese institutional context — not merely translated. Every claim is sourced to Chinese primary documents (gov.cn, provincial briefings, Xinhua), not to English-language summaries about China. The terminology — including the field name — was reviewed by native speakers for cultural fit, not just linguistic accuracy.
The result is the opposite of the "foreign framework imported wholesale" pattern that Chinese reviewers are rightly wary of. This is a framework that finds its strongest existing policy alignment inside China's own current programs.
The China pathway is the strongest single demonstration of the framework's central thesis: every institutional component already exists; nothing connects them.
Japan's METI runs a neurodiversity promotion policy. Singapore ties capacity to sustainability while researching AI tools for autistic employees. Germany pairs binding efficiency and waste-heat requirements with one of the world's most established neurodivergent-IT employers. Each of these is a component. None is a connection.
The framework — the field this work names Divergosynnoetics, the study and design of synergistic partnerships between neurodivergent minds and AI systems — is the connection. And China is where the connection is closest to being wired up.
