The Community Data Center

What it looks like done right — and what it costs to get wrong

This final article shows what the destination looks like — done right, and done wrong.

The modern neurodiversity-employment movement began in Denmark, when Specialisterne was founded in 2004 by Thorkil Sonne after his son's autism diagnosis. By the organization's own count, more than 10,000 autistic people have since been placed in competitive jobs globally — the corporate programs and pipelines this series has described are downstream of that one act.

Denmark also shows what "genuinely green" means when it is physical rather than paper. Meta's Odense campus sends 165,000 megawatt-hours of free surplus heat into municipal district heating for up to about 9,000 homes. Microsoft's Høje-Taastrup site, with the utility VEKS, warms about 6,000. atNorth and Vestforbrænding in Copenhagen will add more than 8,000 from 2028.

That is heat in the neighbors' radiators. It is benefit that cannot be relocated, offset, or accounted away — because it is thermal and it is adjacent. It is the exact opposite of a sustainability claim that benefits some other community far away from the actual problem.

Querétaro, Mexico, is the counter-example, and the clock is running. A dozen data centres already operate in the state, with plans for up to ten more, during the worst drought in a century. Seven of its eleven aquifers have no groundwater left for new concessions — a combined annual deficit of about 173 billion litres (CONAGUA/SEMARNAT, 2023) — and the water that remains sits in the Sierra Gorda highlands, far from where the data centres are going. A $4.8 billion project to build six data centres by 2027 is under development while residents receive water three days a week — some for as long as a month — and community resistance is active.

This is what happens when the buildout arrives faster than the test. The research base to get Querétaro right — peer-reviewed, national, and world-class — already exists. The question is whether it is used before the aquifer is, or after.

The geography this series has covered is not four countries. It is four models:

Each is the same convergence arriving through a different door — already running, already policy, already law, or already being written.

What an adopting facility actually does is a four-part choice, each evidenced earlier in this series: an environment designed at design time rather than retrofitted; bounded agents that propose while humans approve; a talent pathway with precedents already running; and working methods that migrate to serve every operator.

The point has never been feasibility. The point has always been one place where the talent, the mechanism, the interface, and the measurement meet — and the honesty to prove it. Denmark shows the place. Querétaro shows the price of delay. The measurement framework in the previous article shows how the difference is known, not claimed.
