The Community Data Center Standard — China Edition is not "translating" a Western ESG framework. It is doing something more fundamental: aligning the Five Pillars' propositions with China's High-Quality Development policy context and legal system.
"High-Quality Development" (高质量发展) is a core development philosophy embedded in the Fourteenth Five-Year Plan for National Economic and Social Development of the People's Republic of China. It emphasizes not merely growth speed, but innovation-driven, green, low-carbon, coordinated, and shared development — which resonates deeply with the internal logic of this framework's Five Pillars.

Pillar 1: Energy Accountability ← → Green Development

Key Insight

Key Insight
Water stewardship is the concrete implementation of "Ecological Civilization" (生态文明) in the data center industry. Northern China data center clusters (Inner Mongolia, Hebei) face structural water scarcity — this framework's water stress assessment mechanism (WRI Aqueduct or local authoritative assessment) provides operators with a scientific basis for site selection and cooling technology choices.

Key Insight
Northern Chinese cities consume enormous amounts of energy each heating season. The waste heat from a 20 MW data center can meet the residential heating needs of approximately 50,000–100,000 square meters. This is not theoretical — Alibaba's Zhangbei data center has already implemented waste heat recovery for heating. This framework elevates this from an isolated case study to a structural requirement.

Key Insight
