Community Data Center Standard
社区数据中心标准 — 中国版
A localized adaptation of the Community Data Center Standard framework, presented for consideration by the China Communications Industry Association Data Center Committee (CIDC). Embeds green computing, social responsibility, and community benefit mechanisms into the foundational architecture of data centers — adapted to China's legal, regulatory, and governance framework.
This China Edition is not a simple translation of the original English standard. It underwent systematic legal and governance localization, mapping international community benefit concepts to Chinese statutory mechanisms including social stability risk assessment, special public welfare funds, and the local government investment promotion evaluation framework. All 43 clause adaptations are documented with full legal citations in Appendix A.
The standard is organized around five pillars: Energy Accountability, Water Stewardship, Waste Heat Utilization, Community Economic Benefit, and Transparency & Accountability — with three compliance tiers ranging from Community Committed to Community Exemplary.

Water Stewardship · 水资源管理
100% of water consumed restored to the same local watershed within the same calendar year. Full PFAS disclosure and quarterly monitoring. Aligned with China's Water Pollution Prevention Law (《水污染防治法》), GB 3838-2002, and GB 5749-2022. Target: WUE ≤ 1.0 L/kWh; PFAS-free transition within 6 years.
Waste Heat Utilization · 余热利用
Minimum 60% of waste heat captured with graduated community delivery targets. District heating, greenhouses, public buildings. Aligned with China's district heating infrastructure and building energy efficiency standards. Liquid cooling ≥ 50% IT load with PFAS-free coolants required for new facilities.
Community Economic Benefit · 社区经济效益
Structural revenue sharing that flows automatically throughout the facility's operational lifetime. Local employment ≥ 40% (within 50 km radius). Utility rate protection. Mapped to China's special public welfare funds (《慈善法》) and investment promotion evaluation frameworks. Community Benefit Fund ≥ 2% of gross revenue.
